General Summary of Duties
The City of Lowell’s Stormwater Department seeks to fill a Stormwater Administrator position. This position performs difficult professional and technical work in the management of the City’s stormwater system including: ensuring compliance with all aspects of the City’s MS4 (Municipal Separate Storm Sewer System) program; reviewing public stormwater infrastructure and private stormwater management facility design in construction projects, site, subdivision, single family, street and public Right-of-Way development design plans; reviewing stormwater, curb, gutter, sidewalk and roadway design; meeting customers and contractors on the stormwater program, specifications, and requirements; coordinating and monitoring assigned construction projects; assisting with construction contract administration; and providing input and technical support.
Essential Duties and Tasks
• Coordinates, manages, and implements the requirements of the City’s NPDES MS4 Stormwater permit and associated Stormwater Management Plan (SWMP).
• Develops and maintains written plans, procedures, forms, and documents to ensure compliance with NPDES permit.
• Coordinates, prepares, and submits annual reports, updates the Stormwater Management Plan, annual self-assessment report, and permit renewal applications.
• Maintains and updates all associated City NPDES inventories, reports, inspections, and related tasks.
• Ensures the components of the Stormwater Program and SWMP comply with all local, state, and federal regulations and standards.
• Interacts and communicates with other City staff, consultants, developers, contractors, general public, regulatory agencies and other professionals on various stormwater issues.
• Manages and implements the Illicit Discharge Detection and Elimination program.
• Administers, updates, and enforces the City’s Illicit Discharge Ordinance, including responding to and investigating spills, complaints, and inquiries, overseeing spill cleanups, documenting/tracking incidents, and issuing Notices of Violation (NOVs).
• Conducts, coordinates, and oversees water quality monitoring and inspections.
• Performs annual SCM, outfall, MS4 infrastructure and stream inspections to ensure compliance and functioning properly.
• Performs stream and outfall monitoring through sampling, lab analysis, field measurements, and field observations.
• Maintains a current, comprehensive knowledge and awareness of applicable laws, regulations, principles, trends, advances, technology, and practices relating to water quality and stormwater management.
• Attends meetings, workshops, conferences, and training sessions as required. Responds to citizen complaints and address concerns by advising and determining the best course of action.
• Investigates and coordinates mitigation of problems with stormwater drainage and other construction-related issues from contactors and general public.
• Conducts public education, community outreach programs, and training and educational workshops for property owners, contractors, engineers and developers, and City staff on various stormwater quality matters and pollution prevention.
• Attends Technical Review Committee, local, state, and other meetings concerning stormwater related issues.
• Serves as staff liaison to the Lowell Stormwater Commission.

Knowledge, Skills, and Abilities
• Thorough knowledge of state and federal environmental stormwater rules and regulations to ensure MS4 permit requirements.
• Knowledge of stormwater best management practices. • Working knowledge of office equipment, computer, and applicable software.
• General knowledge of the organization and functions of city government.
• Ability to communicate effectively orally and in writing.
• Ability to train staff and speak publicly on complex stormwater and environmental rules and regulations in layperson’s terminology.
• Ability to effectively work with public and internal staff to find solutions to drainage and erosion problems.
• Ability to establish and maintain effective working relationships with associates and the general public.
• Ability to understand, interpret and apply technical rules, directives, and regulations.
• Ability to coordinate and maintain stormwater data within City’s online geographic information system (GIS) applications.
• Ability to make arithmetic computations using whole numbers, fractions and decimals, compute rates, ratios, and percentages.
• Ability to research, compile, evaluate, and analyze financial, technical, and other data.
• Ability to prepare and maintain accurate records and reports.
• Ability to contribute to a welcoming and inclusive workplace through positive contributions, supporting a culture of respect, and valuing the differences and efforts of all team members.
• Ability to exercise initiative and independent judgment; and
• Ability to attend work regularly.
Physical Requirements
This position involves occasional heavy work requiring the employee to exert over 50 pounds of force occasionally and less force frequently to move objects. Physical activity related to this position may include climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motions. Sufficient visual acuity is required to visually inspect devices involved in sampling water quality and determine if small defects are present and use measuring devices. An employee in this position will be exposed to indoor and outdoor environmental conditions; subject to hazards including work in high places, exposure to working mechanical parts, electrical currents, and exposure to chemicals; subject to extreme heat and cold, noise and vibrations, and working in narrow or close quarters.
Desired Education and Experience
Bachelor’s degree in engineering, environmental science, biology, or related field from an appropriately accredited school or an equivalent combination of education and experience.
• Possession of a valid North Carolina driver’s license; and
• An equivalent combination education and experience may be considered; and
• American Public Works Association (APWA) Certified Stormwater Manager (CSM) preferred or the ability to obtain.

Salary Grade 18: Hiring Range $55,012 – $57,763, commensurate with qualifications. City of Lowell offers a comprehensive benefits program.
